Horizon Utility Services was born from a vision to simplify and elevate the underground utility and electrical construction landscape. Founded by Lenny Waln, a seasoned Horizontal Directional Drilling (HDD) expert, and working with the City of Winter Park on their dynamic overhead to underground distribution conversion, our company is uniquely positioned to offer comprehensive, integrated turnkey solutions.
We saw a need for a single, reliable contract partner who could handle both the installation of an underground utility pipe infrastructure as well as all aspects of electrical distribution installations, conversions, and maintenance. By combining our expertise built by HDD with a deep understanding of electrical infrastructure, we’re able to streamline project delivery from start to finish.

Lenny Waln
Founder & cEO
Lenny founded HDD of Florida in 2006. Since then, the company has successfully completed a wide range of directional drilling projects. Lenny brings over 24 years of industry experience to every job, ensuring expertise and skill. Utilizing industry-standard tools and cutting-edge technology, HDD of Florida serves diverse sectors, including power, fiber, gas, telecom, water, sewer, and storm.
keith Poff
Co-Founder & COO
Keith Poff is the driving force behind Horizon Utility Services’ operational excellence. As co-founder and COO, he brings a relentless focus on precision, efficiency, and safety to every project. With over 14 years of experience at the company, Keith has been instrumental in its growth and success, overseeing all aspects of field operations and ensuring the seamless execution of diverse drilling projects.
His background in the septic industry instilled in him a deep understanding of underground systems and the importance of meticulous work. This, combined with his passion for technology and innovation, makes him a natural leader in the field of horizontal directional drilling. Keith’s dedication to his team, commitment to quality, and unwavering focus on exceeding client expectations make him the heartbeat of Horizon Utility Services.
Daniel D’Alessandro
VP of business development
Over 40 years of experience. Dan began his career as a journeyman electrician before hiring on with Florida Power in 1987. Dan began as a laborer and worked his way to operations manager before leaving Progress Energy in 2012. He worked for 3 years with a contractor as a division manager before signing on with the City of Winter Park where he worked as Director of the Electric utility for 9 years. Dan worked with the help of Horizon/HDD to convert over 75% of the overhead distribution to underground before resigning to work with Horizon utility Contractors.
Justin Isler
VP of operation
Justin Isler is a Licensed Electrical Utility Contractor with 25+ years of experience in power distribution and electrical systems. His career spans roles from Journeyman Lineman to Assistant Director at the City of Winter Park, demonstrating his expertise and leadership in the field. Justin is committed to safety, quality, and innovative solutions for Horizon Utility Services’ clients.
